Sapp, 30, played in 12 games for Houston last year, primarily on special teams. Sapp spent his first six NFL seasons with the Broncos. Sapp's most productive season was in 2007 when he started eight games and scored three touchdowns.
The Bills are in the market for a veteran tailback with starter Marshawn Lynch facing an NFL suspension and backup Fred Jackson skipping offseason workouts because of unhappiness with his contract situation. Lynch pled guilty in March to a misdemeanor weapons charge following a February arrest, which led to a disciplinary meeting with NFL commissioner Roger Goodell.
Goodell is likely to suspend Lynch for one or two games. An NFL spokesman said Wednesday that there was "nothing (new) to report" when asked for a Lynch update.
The Bills unsuccessfully courted free-agent running backs Fred Taylor (New England) and Kevin Jones (Chicago) before they decided to sign with other teams. One possible addition is Maurice Hicks, a five-year NFL veteran who visited last week with the Bills.
